There are a lot of fun craft kits for your scouts to do. This makes your party very simple to plan.

Canvas Hearts
This square canvas comes in many different sizes and in packs of 6 or 12.
6 x 6 square canvas comes in a 12 pack.
Here is an easy craft for you to do. Besides the pictured canvas, you will need Tacky Glue and conversation hearts.
Before your meeting, draw a giant heart on each canvas. The girls will arrange the conversation hearts on the heart so it is filled up. Then they can use the tacky glue to stick them down. You can Mod Podge the top
